Take whatever self-addressed return envelopes are there, write "HE DOESN'T LIVE HERE - WRONG ADDRESS" in huge letters on a notecard and put it in with the statement (with the same thing written on it), use clear shipping tape to tape it to a brick, then write the same thing in Sharpie all over the brick: "HE DOESN'T LIVE HERE - WRONG ADDRESS".

Once they pay a couple hundred (or thousand) to return that brick to themselves, then get the note and the statement, they might get a hint.
