It may take a while for hot water to reach the radiator, depending on how the system is setup and/or how old and/or well-maintained it is. I'd say set it for II, then go out to lunch. If it's still cold when you get back, try III or IIII. But give it an hour or more between when you adjust and when you measure. And since it's radiated heat, it probably will take more time to spread throughout the room.
