There appear to be two conventions: this one:

"The full ranking from highest precedence (narrowest scope) to lowest precedence (widest scope) is:

not, forall, exists     highest precedence (narrowest sope) 
and
or    
=>       
<=>                     lowest precedence (widest scope)"

and one which regards "and" and "or" as being of equal precedence and does not allow "a and b or c" without brackets.

Therefore if "a and b or c" occurs without brackets, then the first convention is almost certainly in use.
