The 1919 pandemic was a global disaster. H1N1 is a new virus that has jumped from another species and to which we have no natural specialized defenses. The authorities can't predict what will happen, but consider what the reaction would be if it was treated lightly and we ended up with a 1919 redux.

I suspect the most likely outcome is that it will just turn out to be another flu, but the authorities must prepare against the possibility of a serious pandemic. I have no doubt that if a serious pandemic does strike they will be roundly criticized for not having done much more.
