The SEC and FBI would probably fall under the Commerce Clause since they are both normally deal with issues across state lines.

The IRS is constitutional because of the 16th amendment which legalized income tax. The government needs a way to collect said tax.

The constitutionality of Education and Medicare is MUCH less clear.
