I wouldn't blame him for not fulfilling a campaign promise. Blame should not be assigned to the President for that; it should be assigned to the legislature. But since the legislature is a body, it becomes more difficult to attach blame to a single person - it's easier to pin blame on one person; and that person happens to be the President.

In other words - The President *is* blamed if his promised changes are not made; but it is actually the legislature that should be blamed. Therefore, the President shouldn't be making the promises in the first place.
