At least, I don't think we do. The job of the President is to carry out, as best he thinks possible, the policies inherent in the laws passed by the legislative branch. If he doesn't think a given such law is appropriate, he's free to veto it; but if it is passed over his veto, he has to enforce it. That's the extent of his involvement with legislation.
It's not the President's job to "initiate actions to make changes we might see as needed;" it's the legislature's job to do that, and the President's job to see that those changes are executed (hence the name "Executive Branch"). |
