You want the Executive branch to simply sit by and wait for the Legislative branch to propose policies on their own? Or to wait for it's constiuents to propose policies?

Do we not elect a president at least in part so that they can initiate actions to make changes we might see as needed in this country? I was under the impression that that was part of the point.
