If we were to work under the assumption that our government is still organized into Legislative, Executive, and Judicial branches (hardly safe IMHO), then it seems to me that this is an attempt by the Executive branch to push its desired policy on the Legislative branch by appealing to the legislators' constituents directly. That bothers me more than the religious implications, which I find to be...tangential at best.
