And even *then* ...

Thinking of an incident when a car "merged" where there was insufficient space and that car was rear-ended when the driver jammed on their brakes - by then the following vehicle was on the black ice and well, the cop who came by took down everyones statements - including the part about the dangerous merge - and charged the driver who was cut off.
