Some borrowing is done for liquidity purposes: A company may be fully solvent with more than enough assets to pay workers, but most of them want spendable money. A loan for that liquidity may be preferable to selling a long-term asset at a distressed price just to meet a monthly expense event.

There's no question at all that American savings rates have been too low for too long. Buying a TV on credit (unless it's a zero percent loan, or on terms low enough that the present value of taking the loan is higher than the payments) is patently irresponsible.
