That kind of power is hardly unprecedented; there are quite a few Imperial rulers and anointed monarchs who have had that power and more.

Barter sounds great until you realized how limited it actually is - if you can't make something that a farmer needs, you're not eating unless you can figure out some intermediate steps or convince him to trade for something on the assumption that he can flip it to someone else. Not very efficient.

Besides, most money isn't even paper anymore, it's held as electronic records.
