Or if membership is an odd number, then ceil(½ of membership) = quorum.

I wouldn't use a fixed percentage: If you have 1000 members, do you need 510 or 501? If you have 999 members, do you need 509.49 or 500?

The way to word it without calling the ceil() function would probably be: Attendance by a number of members present at a duly called meeting that is greater than one half of the total membership shall constitute a quorum.
