If the driver in front slams on the brakes when it is obvious that the road in front of them is clear then it is their fault.
If a driver moves left a lane without checking if there is a car traveling faster than them in that lane then they are at fault.

Basically if you do something stupidly dangerous and it results in someone rear ending you then you are at fault.
