Most of the time it is safe to use a merge sign, instead of a Yield sign.

Sometimes it is unsafe to use a merge sign, and therefore a Yield sign is needed.

If you overuse Yield signs, people treat them as merge signs.

If people treat yield signs as merge signs, when you have a Yield sign that really needs to be treated as a yield sign, it becomes very very unsafe.

Therefore, the law should only have Yield signs where they are actually needed for safety reasons. (such as a unusually short merging area, or reduce visibility, etc)
