Seems very out of place on a freeway merge ramp. Maybe where two such ramps (one from either side of the city street) are merging before hitting the I-5.

In theory, people should be speeding up to match traffic flow so that it's easy to merge in. In practice, I've yet to find anyplace I've driven (significant time in Ontario, Canada and California) where people actually do it on a predictable basis.

I've even seen the "wait for a clear lane" behaviour where people had their OWN lane to get into with a solid line for the other lane of traffic, just because there was a yield sign there. Epic fail with that signage!
