When joining the freeway the driver behind didn't expect him to stop and wait for a gap. As such stopping was the unexpected and so a dangerous thing to do.
However he considered not stopping to be unsafe and so stopped and waited until he felt it was safe to join the freeway despite this annoying the other driver.

I'd call that a text book example of good driving.

Note that it is whether he considers it safe or not, not whether I would or the person behind does. If you never annoy the person waiting behind you then you're probably not a very safe driver. If you always annoy the person behind you then you're also probably not very safe. Somewhere in between there is a level of annoyance that indicates a safe amount of caution without excessive hesitation.


The other situation where the SUV tried to merge into the side of him, if it was safe for him to do so I would say he should have changed lanes as soon as he saw the SUV planning to join the freeway.
Of course there are different levels of safe to change lanes, there is completely safe and then there is "better than getting an SUV in the face" safe.
