That said, however, here is how trump is played, even in Bellingham: if that SUV had hit your vehicle, which driver would be at fault for failing to observe traffic warnings, and thus liable for the damages?

Ideally, law should flow from the wants and needs of the society, and society should adhere to its laws. However, when that relationship breaks down, the trump gets played by who's held accountable and to what degree. If a law is not enforced, it is meaningless, and can--and probably should--be ignored. But if it is enforced, even indirectly by manner of assigning liability, then it is ignored only at the risk of those who ignore it.
