The circular nature of thought is dealt with by defining thought as "self-evident." Not only does this mean that the presence of thought in another creature is evident to a thinking being, but it also means that said thinking being's thoughts are evident to itself.

There is some circularity, here; it is inevitable. How does one think about thought without thinking?

However, self-awareness is not a requirement for all thought. It is possible for a creature to think without it being aware that it is doing so; mice probably do not go about mulling "Cogito ergo sum." Yet mice very evidently are capable of thought; experiment after experiment in animal behavior shows that they are capable of some fundamental problem solving and that they are very adaptable to the situations in which they find themselves.

So, what my suggestion tells us about thought is more of an exlcusive nature than a definitive one; it tells us where thought is not present. And that does indeed tell us something about thought.
