Perhaps when an action that is meant to have one effect (considered injurious) actually has the opposite effect.

If I recall the story to Northanger Abbey correctly, the general forbids his son to marry whatshername, which actually pushes them together and hastens the marriage. Which of course causes them to live happily ever after, hence it was "conducive to felicity".

In the general population the son would have obeyed the general, as the general would have the means to cut the son out of inheritance. Since they were in love that would be the outcome "injurious to their felicity", although well intended.
