Methodical, planned violence resulting in the deaths of thousands? Haven't seen it in my neighborhood.

That is not to belittle the experiences you have suffered. The Leviathan exists as much to deal with the pathological cases from within its own borders as to defend those borders from those outside them. Those who have commited crimes against you have crossed the line to become pathological cases which the system of justice is meant to deal with. That they are pathological, though, does not make me pathological, nor my neighbors, nor JD, Nea, mekkanik_mike, oot, <insert pretty much the entire listing of UFies, here, including DR and Reti ;-)>. In fact, by the most recent statistics I've seen, out of every hundred people you point to in the US, fewer than eight would be so pathologically disrespectful of the rights and needs of others as to be criminal.

But, let us accept your premise, for a moment, and assume that most people are mostly evil, most of the time. How, then, does society work at all? If so few people have any respect for the rights of others, what keeps anarchy at bay?
