How do you know who The Other is, given They look just like our tribe (who are of course the True Human Beings)?

You make up rituals that are counterintuitive, and adornments that mark you as one of your group. People who don't follow the rules are either The Other, or are not willing to go along with the tribe, and should be cast out.

That way the tribe selects for people willing to be part of the tribe and not change things too much. Puberty rituals do the same thing.
