the same sense of modesty. After all, culture itself could be said to be part of human nature, yet there are all sorts of different cultures. In the same way, there could be an understanding of modesty, but different ways of expressing it according to what a particular culture felt was important.

What you're saying about modesty being enforced largely by leaders (with the reason being a feeling of physical inadequacy, as you state here, or an enforcement of religion, as you state above) certainly could be true; but I don't see a reason to believe that it definitely is.
