Not for Hobbes' cited reason that there must be some fearful authority-figure to hold in check "evil human nature," but because there are pathological cases within a society, and greedy and violent societies beyond it, that will seek to take advantage of human nature and peaceful societies for their own ends.

By and large, most people are not brutal. A little greedy, perhaps, but not brutal. We are content to have our needs met and to get along well with those whom we know on a first-name basis. We care what those others feel, and we wish their lot to be (mostly) as easy as our own. It's those "godless (and faceless and nameless) heathens across the sea" who are the enemy, against whom we must prepare for war, and from whom we may raid as we please, for they are not like us at all! Until, that is, one takes the time to get to know them; then they generally turn out to have priorities and desires very much like our own, to whit: an easy lot in life they can share with their families and neighbors.
