I'm not sure "justice" is something you can have without having something to be "just" about. To my mind that needs something else to act as a context for the justice being applied.

If you are Just in a forest and no-one sees you do it, what justice was served?

If there is a context, a something that will be affected by your just or unjust actions, now you're setting up a more complex system. If two people are involved, then there must be a story, an understanding of the principle of justice, in order to create a context where you could perform just or unjust acts.
