I agree that if it makes you lose the game, it's a bad strategy, but if the same action enables you to win it, it's a good strategy.

I'd argue that the action itself is neutral, but the purpose behind the action, combined with the result of the action, determines whether a given action is a good or bad strategy *For that particular setting, at that particular time*.

If a pattern emerges of a particular outcome for a particular action in a particular setting, but NOT at a particular time, then we can create a law around it. It will not govern 100% of the time, but enough that we can make a reasonably valid assumption that if a particular action happens in a particular setting, regardless of when it happened, we can predict the outcome within a reasonable level of accuracy and certainty.
