of justice, without the ability to put together a simple causality of "if bad action, bad consequence." and to be able to transmit it to others, then there is an idea one creature has that can go no further.

Absent language, the story can even be told by one person living their life the way they believe is right, and showing others. If they transfer the story to the others, then extelligence has begin.

But absent the ability of minds that can create the story, and minds that can receive it, and pass it along and down, then whatever happens stops there.
