I personally don't see it as that.

There are no laws in this country (or any I know of) saying you cannot float around, for example... but physics stops us from doing such, at least while on this planet. Laws of a more basic structure are not in my view laws of the more complex "higher layer" structure. The outer layer of an onion relies on the inner layers, but to say the outer layer IS the inner layer is confusing and inaccurate. (may be a bad, inaccurate analogy but all I could come up with off the top of my head right now)
