that it would not be illegal under Texas law, but it would be under Federal regulations. Or at least that's how I would make sure the Texas Law was written. "As long as this is in Texas, it's OK. Once you want to take it out of Texas, you have to make sure it's compliant with Federal Laws. Otherwise, you're going to a Federal PMITA prison."
