There has been a ruling that until the machining is complete a "firearm" is exempt from BATF oversight. This is why sales of 80% receivers is so popular. I fyou have the means/skill to do the machining yourself you can build your own firearm (so long as you meet state and federal restrictions) without paperwork or running afoul of any laws.

*firearm is the receiver of the gun
**Full Auto Parts are regulated under the NFA separate from receivers. So long as they are manufactured and kept in state they may pass muster.
