one would consider a spot (say) 3,000 miles beneath the surface of the Earth to be in a given country. To take an analogy, a country can possess airspace: the boundaries of a country are assumed for legal purposes to extend up a distance into the atmosphere. But a satellite passing over a given country isn't considered to be in that country. Now, suppose the satellite falls out of orbit and lands in that country. I'm not sure at what point in its descent it's considered to be technically "in" the country, but at some point it obviously is. Similarly, I don't think there's ever been a discussion about how far below the Earth the boundaries of a nation extend; but it seems odd to say that there is a "border" there.
