you don't have to physically pass through a boundary in order to be considered as crossing it. If I dug a hole through the Earth, I'd come out in the southern Indian Ocean, west of Australia. I wouldn't have crossed the borders of the United States - I don't think they're considered to extend, say, to the Earth's core - but I would be undeniably outside the United States.
