My first performance dog had something like this problem as well. Unfortunately we got her before we really knew how to properly deal with a dog. When she showed nervousness we encouraged it by telling her 'there, there, it's OK' and petting her. We were trying to reassure her, and accidentally reinforced her behaviour.

One thing that helped instill confidence was simply to work with her. Take her to obedience classes, and train at home, with lots of positive reinforcement methods.

One way of dealing with this problem specifically might be by acclimatization. If you can produce a noise at will that can get louder until it is loud enough to scare him, you can produce it and encourage him to investigate it. "What was that"? And reward attempts at investigating the noise; actually, just about any reaction except showing fear can be rewarded. Then reproduce the noise a little louder, with more rewards, etc. Don't go too fast - if you don't let the noise get loud enough to evoke fear the first session or two you will be doing great.

Using other commands to distract him and focus on you instead of the noise works well too. These have to be taught first. I'd advise you to get in touch with a local dog trainer - there should be someone offering classes around where you live.
