Ive dealt with several dogs with this problem.
There are several different ways to try to treat it, but none of them work with all dogs.
The first one I recommend is to have sessions where you and a friend the dog trusts are there, you are petting him and giving him treats and such, positive reinforcement of the verbal type too, and your friend is making slightly louder and louder different noises. swapping roles every few minutes. when the dog tries to run, that is your signal to stop for a bit. do this every day for two weeks, you should start noticing a difference. Oh, when he flips out you calmly quietly (but firmly) say no and gently tap the pooch on the head, then give more reassurance and such.
