If it were my campaign, I'd have Greens back the harpies, while Blues took one of the larger goblinoid races under their wings.

Greens are all a bunch of sadists, man, and I think they'd dig the warped, almost joyous torments that the harpies visit upon their victims. (I grant you, harpy social structure may not seem to meet your prerequisites at first, but I always imagined a sort of federation of harpy enclaves that all pay tribute to Queen Aello.)

And Blues, Blues like to be distinct. Their coloration is not conducive to hiding much of anywhere, so they don't bother. They're proud, and cunning, and more than a little vain. They're the anti-Silvers.
Hobgoblins, similarly, are cunning tacticians who value their unique tribal identity. Every member of the band will have bear its distinctive markings with pride. I could easily see the first hobgoblin tribe of tribes impressing an ancient Blue with their unique blend of militant savagery.

But then, it's not my campaign, so you can do as you wish. You may feel more comfortable tweaking the Lizardfolk description to fit in with the Blues. It wouldn't take much to make them a formidable force of desert warriors instead of the marshy beast-men they are now. Or perhaps some catastrophe befell the Lizardfolk race, and now they have only half-remembered stories about the way things used to be. I don't know, that's the glory of running your own world. You can take an idea and just run with it.
