It breaks us up into multiple in/out groups, and notes we will always attend to the in-group need before we look at the out-group's needs - You won't let your family starve so others can eat - sure, you'll share, even if you go a little hungry, but you won't harm your family to support someone else. Similarly, you'll do the same thing for say, your blood relatives over extended family, country over another country, yourself over a co-worker, etc.
It's not to say you will harm the others - you will just look after whatever in-group you're a part of in a given situation first, and others after that.
