There is definitely a subset of people that will abuse any loopholes in the laws that they find, and this leads to the very real probability that people will be hurt (physically or otherwise) if those loopholes continue to exist. I view it as a responsibility of those making the laws to do what they can to ensure that this happens to the least extent possible (without stepping on anyone's toes).
