Laws, like code, need to be unambiguous and yet still cover all contingencies. Other wise you end up with loops. While 99.9% of people won't try to buck the system. When that last .1% finds a way to do it, the knowledge will spread and everyone will do it - just because they feel that it's fair.

The problem is that, like code, laws need to be rewritten from scratch every once in a while since cruft builds up.
