the person/group applying to be honest and sincere, and let them get around certain regulations (say, a formal EPA investigation to extend their parking lot), because you knew they'd make certain themselves they weren't causing problems/harm? I'm not asking whether it's fair or right ... just if you'd do it if you could get away with it in that case.
