what amount to mandatory hiring laws is the 1st amendment. Freedom of association.

Now I call them mandatory hiring laws because companies almost automatically will hire the minority candidate even if the candidate is less qualified for Workplace balance issues or Litigation mitigation issues. Just for fear of the minority candidate pulling the race/gender card in a civil suit where they don't have to prove anything.
