a resident calls the police for a civil disturbance they have every legal right to "investigate" it. If they can hear it outside the door to the apartment then they can knock and ask for it to be turned down. If they have to come back again then they WILL write them a nuisance ticket or a noise ordinance violation. If the complex does not have a policeman that acts as a security guard then you should call the local police and let them handle it. Make SURE that you record times and dates of it happening and give a copy to the officers. If you have a micro recorder or similar, record you asking them to turn it down. If you are polite and they are not...then your case just got stronger. :)
