At the very least, find out what options you have from them; if this guy's already on the wrong side of the building management, and the local cops have to cite the building owner when there's an infraction, the rate at which uncomposted manure is going to be flowing downhill toward the irritant as a result may be amazing. From experience, I can also predict that there's a much better than even chance of the cops discovering the presence and employment of prohibited recreational substances when they visit. This is not a tool I personally like to use, but sometimes the hammer at hand is your friend.
