Having the ability to record and understand a concept in our brains (or in some other method of recording/measuring it) has nothing to do with the existence of anything else. Or it has *everything* to do with it. ;)

It all comes down (as others have posted) to the Heisenberg Theory of Uncertainty...does something exist until you've measured it? Haldane is spinning it the other way around...does the measuring process exist nothing else exists, either?
