The line was for a PD hotline.

him: "You have reached [PD] this line is recorded, what is your emergency?"
them: "Is [Joe] there?"
him: "What is your emergency?"
them: "I need to speak to [Joe], I'm with [some company]"
him: "Sir, this is a [PD] emergency line, if you wish to speak to someone here you can call back at [non-emergency number], but nobody by that name works here."
them: "Well would you like to hear about our services that we can offer from [some company]"
him: "No, I need to clear this line now, please do not call it again without an emergency."
*click*

him: "You have reached [PD] this line is recorded, what is your emergency?"
them: "I'm with [some company] and I'd like to speak to someone in charge about how you disconnected my call."


There were lots of nasty phone calls made at that point.
