that this is because they are afriad the G20 will stop the financial market being an 'easy steal' for the fatcats. No longer will it be acceptable for them to sit their, play russian roulette with other peoples money, and then walk off with a huge bonus, win or loose. Of course, I have less faith in any governments ability to actually do this then they clearly do.
