People who do that are most likely calling from a debt collection agency such as Allied Interstate, which is known for using underhanded and outright illegal methods for attempting to find debtors on their lists. I've been getting calls from them regularly for months, asking for people with the same first and last name as me but a Junior, or a different middle initial. (And I have an extremely common name so this tactic is INSANE.) They refuse to say where they are calling from, and when I say I'm not the person they're asking for they ask me if I know them.
