A medium project had a timeline of between three and twelve months, and a span of control of five to fifteen resources. A large project was defined as twelve to 24 months, and a span of control of 15 to 50 resources. Anything larger than that was considered too big to be managed as a whole and should be chopped up into sub-projects, each of which should have its own project management process.

There was a second axis for project complexity, which really varied depending on industry and was more or less a gut decision by the project manager.
