And those who have knowledge are the best qualified to determine to whom it should be provided.

I'll offer a different example for context which applies to the underlying concept of the quote given in the TLP.

A child who is often in trouble for beating and bullying other children sees explosives used to make a road and becomes interested in learning how such explosives work. The child asks an adult who has this knowledge and who is familiar to the child how he can do this. Should the adult provide the knowledge in the hopes that the child will be able to use it later in a chosen career, or should the adult keep the knowledge from the child, fearing that the child will use it to perform even greater mischief than is already occurring on a regular basis?
