Ireland. the article seems to be saying that the shootings were remenicent of the "kneecappings" performed by the IRA
The armed and violent wings of both the IRA and Unionist sides during the "troubles" were refered to by the British government and the press as paramilitaries, since even the political wings of both sides vehemently objected to the terms terrorist, criminal gang-related, or most appropriately murderous thug being applied to their side.
