At that time it wasn't taken into consideration, that they'd have to lay off staff eventually, because it was a growth period, but now they're stuck with it, it's written into the ISO9000 company manual, because it seemed a good idea at the time, and gives karma points from auditors. The fact that people quit because managers hold them back, or staff is reduced during recessions mean squat to them.
